Improve SPARQL 1.1 Federated Query evaluation to use VALUES clause

Description

The SPARQL 1.1 syntax allows for passing a set of bindings within the query using the VALUES clause. This in particular becomes handy for vectored evaluation of SERVICE requests, where a set of intermediate results from a priorly evaluated operation needs to be passed to the service.

This task is about changing the current implementation of the federated service to use the VALUES clause. In previous releases we have used the similar concept of BINDINGS, which has been replaced by the VALUES clause in the latest SPARQL 1.1. editor draft.
