Code to guarantee document.cookie presence in template.js appears no longer necessary

Description

In Firefox 28.0, I was testing in the JavaScript debugger and discovered that

1 typeof(document.cookie) == 'undefined'

is returning false now. document.cookie entered in the console returns an empty string when breaking into the debugger at the line that contains that check. In addition, breaking into getCookie(name) when on the Query page shows that cookies are getting accessed just fine.

Environment

Ubuntu 12.04 and Ubuntu 14.04 using Firefox 28.0; Also Windows 7 using Firefox ESR 24.4.0
